Margaret Goode

Margaret Goode is an experienced management consultant, a former Director of Coopers & Lybrand and a former SES officer in the Victorian Public Service. Her consulting work has been focused on organisation planning and strategy, organisation design (structure, management processes and job design), management improvement, managing change, cost reduction, policy analysis and program evaluation

Margaret has reviewed organisational structures, policy development, planning and policy co-ordination arrangements in Commonwealth public service agencies, including the Department of Environment, Sport and Territories, the then Department of Primary Industries and Energy, and the Department of Industry, Tourism and Regional Development. Similarly at the state level she has conducted reviews in the Victorian portfolios of the Arts, Health and Vocational education and training where she looked particularly at how the portfolio might manage its relationship with industry in planning for training for industry's future skills needs.
 




While working in the Victorian public service, Margaret conducted a study of policy development practices in Victorian agencies and developed a best practice handbook for agencies. She subsequently developed and delivered a policy officers' training program on the basis of the earlier studies.

In the area of program evaluation and performance audits her experience includes:

Performance audits for the Australian National Audit Office of FMA Act agencies' implementation of a Senate Order on commercial in confidence contracts
National evaluation of the National Indigenous English Literacy and Numeracy Strategy for the Department of Education, Science and Training
Certification audits of a large number of funded disability services for the NSW Department of Community Services
Performance audit for the Australian National Audit Office of DEWRSB's management of the provision of information to job seekers.
